Is impotency a ground for annulment?

Yes.
Under Section 2(v) of the Dissolution of Muslim Marriages Act, 1939, the wife may obtain Faskh if the husband:
was impotent at the time of marriage, and
continues to be so at the time of the suit.
Court gives the husband 1 year to prove potency before granting decree.
